Remove Barriers to Private Sector Lending

The AIA supports policies that will ensure credit is available for worthy commercial and residential development projects that create jobs and rebuild our communities.


The design and construction industry, which accounts for one in nine dollars of U.S. Gross Domestic Product, is experiencing significant hardship and job loss. A recent survey conducted by the AIA found that nearly two-thirds of respondents reported projects that were stalled due to lack of financing.

According to the Federal Reserve, banks are still keeping credit tight despite increasing demand for commercial loans, especially for smaller companies. Millions of dollars in construction are ready to go in every community, but cannot move forward because lending is not available. Restoring and sustaining liquidity for development is vital to achieving economic recovery.

Although there is no silver bullet to restore this market to health, Congress can take steps to improve the situation. H.R. 1356, introduced in the last Congress by Reps. Ed Perlmutter (D-CO), Mike Coffman (R-CO), and Scott Tipton (R-CO), would temporarily allow small community banks to amortize, or spread their losses, over time. This accounting change would help lenders and borrowers as they attempt to work out their loans under terms that are mutually acceptable, avoiding large sums of commercial foreclosures, and freeing up credit that can be used more constructively in the short term. Because the bill does not spend federal taxpayer dollars to achieve this, it would have no effect on the budget deficit.

Passage of the Capital Access for Main Street Act and other legislation to address the credit freeze will go a long way in helping provide financing for worthy design and construction projects and get Americans back to work.
