Architect’s Statement

0The programmatic goal was to provide the city of Bloomfield with a state-of-the-art facility to house some of its most important civil services: the police department headquarters, municipal court, and motor vehicles department. In order to accommodate staff and public parking, allow redundant ingress/egress openings into the site, and accommodate drainage attractively on-site, the design team convinced the client that, in a city of primarily one-story buildings, a three-story tower would best serve its needs. This tower allows for the most efficient and functional solution for both building and site for the public entities housed there and also acts as a public service beacon visible throughout much of the city and beyond.

0Key police spaces include a two-lane indoor firing range, sally port, temporary holding cells, evidence storage, armory, evidence processing and reports area, training room, file storage, and administrative offices/public interface. Court spaces include a courtroom, judge’s chambers, court clerk’s office, reception area, and file storage. The police department and the court share public entry space (lobby and restrooms) and staff spaces (staff lounge/kitchen and outdoor patio). The MVD consists of clerk stations, office/staff space, lobby with testing area, and file storage. The overall organization provides staff with a secure and functional environment for business through controlled access and circulation both outside and inside the building and a precisely coordinated ordering of spaces. Carefully selected materials and other design features also enhance the level of security while avoiding harsh appearances. The architectural forms, as well as the materials used, have a direct relationship with those used in the recently developed Bloomfield Fire Department Headquarters. Both as a singular architectural expression and paired with the Fire Department Headquarters, this building works to provide identity to the public safety and civil services centers of the city.
