AIA Convention Seminar Resources and Materials

The City of Los Angeles' Department of Building and Safety is a leader in using innovative managerial techniques and oversight to deliver truly outstanding results in customer service and permit turn around time. The city issues approximately 140,000 permits per year and in the last 5 years the department has created 5 "one stop" permit centers throughout greater Los Angeles. Andrew Adelman, P.E., General Manager of the department discussed how a change in management philosophy and process can profoundly affect the permitting system and client experience. Below are several resources that further describe the City of Los Angeles' streamlining reforms.

Mecklinburg County, North Carolina uses a a combiation of innovative technology and exemplary service delivery to provide customers with a state of the art streamlined permitting process. Since 1997, Mecklinburg has been a leader in technology adoption. During the seminar, Jim Bartl, AIA, Director of Code Enforcement for Mecklinburg County provided an overview of recent improvements to the county's permitting system. Below are several resources that illustrate the county's successful streamlining effort.


The State of Michigan is currently using technology to create a seamless one-stop shop where businesses can determine exactly what types of permits are required by the state-regardless of department or agency. The Michigan Timely Application and Permit Service-MiTAPS for short-will also allow businesses to apply for permit applications online and track the status of a permit while it is being processed. Henry Green, head building official for the State of Michigan and an ICC Board member demonstrated how the system will work and discussed the timeline for implementation of the MiTAPS system.
