Prior to commissioning this project, the Oregon Youth Authority had developed an innovative, developmental operational model based on core principles of “Positive Human Development” (PHD), but lacked appropriate housing to support the research-based new model. After extensive study of the existing high-risk youth housing, the architect and user groups determined that to be successful in creating spaces for PHD, new construction was required. This project design integrates developmental-learning spaces, normative environments, the natural world, and family-scaled spaces within the secure housing units and in the surrounding landscape, producing safe and therapeutic spaces that embody the practices of OYA and PHD.
